The PMI-SGDL Mandate.

PMI-SGDL is the implementation vehicle of the Presidential Metering Initiative, established to close Nigeria’s metering gap and restore public confidence in electricity billing.

In its initial phase, the programme will deploy 2.5 million smart meters nationwide, an important step toward ensuring every Nigerian enjoys accurate, transparent, and accountable electricity access.

Olu Verheijen

Executive Secretary

Mrs. Olu Verheijen is a distinguished energy executive and policy leader currently serving as Executive Secretary of the Presidential Metering Initiative (PMI) and Special Adviser on Energy to the President of Nigeria.

She leads two critical presidential reform initiatives designed to restore the financial viability of Nigeria’s power sector and unlock sustained private sector participation. As Executive Secretary, she oversees the nationwide deployment of seven million smart meters, a transformative effort aimed at reducing losses, improving revenue assurance, and rebuilding market confidence across the electricity value chain.

In her capacity as Special Adviser on Energy, Mrs. Verheijen directs the design and execution of policies to attract investment and accelerate growth across the oil, gas, and power sectors. She has spearheaded several landmark Presidential Directives that have reshaped Nigeria’s oil and gas investment landscape—enhancing policy certainty, strengthening fiscal competitiveness, and streamlining bureaucratic processes. These reforms have positioned Nigeria as a leading destination for energy investment in Africa, catalyzing nearly $6 billion in Foreign Direct Investment (FDI) in 2024.

Mrs. Verheijen also chairs the technical workstream of the Presidential Power Sector Debt Reduction Committee, leading federal efforts to resolve legacy financial obligations within the power sector. In addition, she serves on the Board of the Presidential CNG Initiative (PCNGi), which is advancing Nigeria’s transition to cleaner, more affordable transport fuels. Together, these presidential programs are laying the foundation for a more transparent, investable, and financially sustainable energy sector.

With more than two decades of experience spanning general management, investment, and public policy across Sub-Saharan Africa’s energy landscape, Mrs. Verheijen has built a career defined by impact and innovation. She was the founding Managing Director of Latimer Energy, where she advised governments and companies on energy strategy and commercial negotiations. At Persistent, a climate-focused investment firm, she served as Partner and Chair of the Investment Committee, managing a pan-African portfolio of distributed renewable energy companies expanding access to clean energy.

Earlier in her career, she held senior roles in commercial, finance, and governance functions at Shell, where she negotiated transactions exceeding $5 billion and contributed to major energy infrastructure developments in Nigeria.

Mrs. Verheijen has served on the Advisory Council of the Millennium Challenge Corporation (MCC), a U.S. government agency that has invested over $14 billion in global development programs. She currently serves as an Advisor to Energy for Growth, a Washington D.C.-based organization focused on research and advocacy to end energy poverty in emerging economies.

A regular writer and speaker on the intersection of energy and economic development in Africa, she is also the Founder of the BFA Foundation, which provides scholarships to women and underrepresented groups pursuing careers in high-growth sectors such as energy, technology, and finance.

Mrs. Verheijen holds a B.A. (Magna Cum Laude) from Long Island University and a Master’s in Public Policy from the Harvard Kennedy School of Government. She is a Fellow of the Energy Institute and the 2024 recipient of multiple awards recognizing her leadership and contributions to energy sector transformation.

Obafemi Solebo

Project Director

Mr. Solebo is the Project Director and Chief Executive Officer of PMI-SGDL

In this role, he is responsible for overseeing the implementation, coordination, and operational management of the Initiative, to improve transparency, efficiency, and financial sustainability in the power sector. He provides strategic leadership for the project to ensure timely delivery, and stakeholder alignment.

With over 27 years of cross-industry experience spanning finance, power, oil and gas, and infrastructure, Mr. Solebo brings deep expertise in strategic planning, business development, corporate finance, and stakeholder engagement.

He has a proven track record in leading growth-focused organizations, negotiating major partnerships, and delivering operational excellence within complex, fast-paced environments.

Mr. Solebo has completed more than 20 specialized professional courses in areas such as financial derivatives, risk management, market operations, and leadership development.

A results-oriented and people-driven leader, Mr. Solebo is committed to advancing Nigeria’s power sector reform agenda and fostering sustainable energy access through innovation, accountability, and effective execution.

What is the Presidential Metering Initiative (PMI)?

The Presidential Metering Initiative (PMI) is a multi stream infrastructure initiative of President Bola Ahmed Tinubu to close Nigeria’s metering gap of estimated at about seven million as at end of 2023.

What are the streams covered under the broader PMI

PMI currently comprises three (3) ongoing streams namely - DISREP financed by the World Bank, MAF initiative funded by the Distribution Companies (Discos), and PMI-SGDL project financed by the Federation.

What is DISREP?

DISREP stands for the Distribution Sector Recovery Program, a World Bank-supported initiative designed to improve the performance of Nigeria’s electricity distribution companies (DisCos)

What is MAF?

The Meter Acquisition Fund (MAF) is a dedicated fund established by the Federal Government of Nigeria, developed as well as approved by NERC to facilitate DISCOs in providing smart prepaid meters to unmetered customers.

The Objective of MAF is to eliminate estimated billing and accelerate the metering process in the country. It was established to complement the Presidential Metering Initiative (PMI) in closing the metering gap.

What is PMI-SGDL?

It is a special purpose vehicle of the Federal Government of Nigeria, under the oversight of the Office of the Special Adviser to the President on Energy.

What are the benefits of the PMI?

PMI will improve transparency for all electricity customers nationwide.

  • For consumers: Seek to eliminate estimated billing and enable consumers to control their electricity spending. Also, the meters will be installed at no cost to consumers.
  • For DisCos: PMI will improve revenue assurance, the aim is to bring collection losses down from ~45% currently to the global average of 12-15%.
  • For meter manufacturers: PMI will support and expand local meter manufacturing capacity and create jobs.
  • For jobseekers: In addition to the above, and as part of PMI, 4,000 young Nigerians will be selected from across the country for training as meter technicians.
  • For the electricity sector: PMI will enhance efficiency, commercial viability and liquidity in the Nigerian power sector.
  • For the government: Enhanced data collection to better support policy formulation and fiscal administration such as ensuring electricity subsidies are directed towards those most in need.

The PMI is aligned with the following priorities of President Bola Ahmed Tinubu’s Renewed Hope agenda: economic reform, energy security, infrastructure, social investment, and industrialization.

What is a Smart Meter?

A smart meter is a digital device that records real-time electricity usage and communicates this data directly to energy suppliers. It allows for accurate billing without the need for manual readings and provides consumers with detailed insights into their energy consumption.

How do I get my Smart Meter?

Go to your nearest DisCo to apply, it is given to the customer at no cost.

How long will it take me to get a Meter?

Go to your nearest DisCo for information.

Can I request a new meter if I don’t have a Smart Meter?

Yes, please go to your nearest DisCo.

How much will I pay to be metered or for the meter and its installation?

You will not be required to pay for the meter or its installation. Under the initiative, both the meter and the installation are provided completely free of charge to customers.

How will the PMI be implemented?
  • The smart meters are being supplied and installed by accredited OEMs.
  • Deployment of these meters has commenced across the country.
  • All procurement processes are aligned with international best practices to ensure transparency, fairness, and accountability.

The PMI is committed to local content procurement, engaging NEMSA and NERC-licensed local meter manufacturers in line with Presidential directives (Nigeria first).

What’s in it for: Sustainability?

As part of the PMI, the PMI-SGDL will support the training of at least 4,000 meter Installers across the six geopolitical zones of Nigeria, for the large-scale deployment of meters nationwide. The PMI has partnered with the National Power Training Institute of Nigeria (NAPTIN) and the Nigerian Electricity Management Services Agency (NEMSA) to train and certify these installers.

The initiative therefore, promotes decent work,ensures a steady supply of qualified personnel to carry out installations, empowers local communities, and contributes to economic growth through job creation and capacity building in the power sector.

The PMI-SGDL supports universal access to reliable, affordable, and modern energy in Nigeria. Skilled installers help ensure proper meter installation and maintenance, improving the accuracy, efficiency, and reliability of electricity distribution across the country.
